Minutes from October approved

New Business
Funding requests

Stacy Wesen presented mini-grant application for Safe Kids Safe Communities Holiday Marketing.  They are applying for $365.00.  The
mini-grant will cover buttons for alcohol servers to wear during the Christmas stroll in Bozeman, Belgrade, and Manhattan.  The mini-grant will also cover alcohol server training seasonal postcards, posters, radio etc.  Stacy also presented Wizmarks that they will be issuing to businesses who sell alcohol in the Gallatin Canyon area. The Wizmarks will be placed in men’s urinals and when “hit” they give an audio anti-drinking and driving message.

Susan suggested offering more money to increase the number of Wizmarks and Christmas stroll buttons, along with a suggestion to distribute them more widely than in the past since all communities have a Christmas Stroll event.  Stephen thought the investment in the Wizmarks worthwhile mainly if it is made in to a media event. After discussion it was suggested to raise the grant to $425.00 to cover $175.00 for buttons and $250.00 for Wizmarks.  Bob made a motion to accept and approve the revised mini-grant. Stephen and Susan seconded the motion.

Brian Smith from Yellowstone National Park presented a mini-grant application asking for $3320.00 for 12 officer overtime shifts.  This
will cover saturation patrols and DUI checkpoints for March 21-22 and May 15-16 which are Expo weekends in the park.   It was noted that West Yellowstone was also asking for $1315.00 for overtime patrols for the same time frames.

Jenna recommended these grants. Stephen made a motion to approve both grants. Thomas second the motion to approve.

Other Business
State DUI Task Force Meeting : Stephen reported to the group about the state DUI task force meeting in Helena.
The meeting was attended by Jim Lynch Director of DOT.  One of the topics of interest was that there will be a Traffic Safety Resource Prosecutor  for the state that will provide services and training for prosecutors across the state and act as consultants in difficult cases.
Greg Noose – DMV presented what the DMV reorganization has done for their department and what will be changing ahead.

The State Task Force may begin a scholarship fund essay contest, with $1000.00 awarded for each county.  A discussion was held on how this will affect our task force locally and how we can organize our portion of this task.  Susan suggested that this could be done with the help of an English teacher from each high school to nominate one paper from each school, then the task force could pick one from there.  Jenna will update the Task Force on this potential project at the December meeting.

Presentation to the Criminal Justice Coordinating Council
Jenna was MC for the DUI Update and reported on revamping the Assessment Curse Treatment (ACT) Curriculum.

Stephen briefed on the Statewide DUI Task Force Conference in Helena.

Jenny Haubenreiser: Director, Health Promotion, MSU; Policy Specialist, MADD; Community Chair, Alcohol Coalition: MSU briefed on the    activities of those agencies.

Kezia Vernon, DUI Task Force Liaison with Cat Cab & Late Night Streamline briefed on the activities of Cat Cab and Late Night
Streamline.

The Bob Larson special DUI mini-grant fund
Bob found an insert in the Bozeman Chronicle about unclaimed property from the Department of Revenue. Jenna is working on the
paperwork to claim a check from 1998,  for $9,744.00.  She would like to see the Task Force use that for one large project and asked members to consider possible projects beside the purchase of equipment.

Signage
The signage project placement has been approved for the placement of four signs. Thanks to Cherie for her persistence with this project.
Need to find out when and how the signs will be put up and what the problem was with these signs.

Marketing
Holiday Marketing Campaign
Poster artwork for this holiday has not yet been posted online by National Highway Traffic Safety.  Shanda will be in charge of getting this as soon as it is made available.  Bob moved to spend $100.00 for seasonal posters. Stephen seconded the motion.

Last year we ran ads in the “This Week” every week until Christmas.  We will also run ads in Belgrade News for the Christmas Stroll in
Belgrade. We did not run ads for New Years at the beginning of 2007.  This year the Task Force agreed to place ads in the Bozone. The artwork for the ads will be selected by Shanda and Jenna as the artwork from National Highway Traffic Safety was not available at the date of this meeting.  Jenna also suggested advertising in the Bozone. The group was enthusiastic about that idea. Stephen motioned to approve $1050.00 for Holiday ads in both the Bozone and other media.  Jeff second the motion to approve.

Jenna brought information about ads for KBOZ radio station.  The ads will be $5.00 per spot and they will match whatever we buy.  The
radio ads will run on five stations and will run five days before each holiday.  Bob made a motion to approve $400 for this
marketing campaign. Alex seconds the motion to approve. Jenna will update at December meeting when radio ads will run.

Other marketing
Hal and Bob suggested TV ads on channel 20.  Bob will find out more information about pricing and availability and report back.

Bob discussed trying to find “perks”.  Pizza box advertising was discussed during Super Bowl weekend.  This discussion has been tabled for the sake of time to our next meeting.

Stephen motion to adjourn at 7:15 PM. Christina seconded.
